加入清洁能源部长秘书处前，罗锐在多个机构和公司、项目中承担了清洁能源、能效、气候政策和碳交易项目的工作。罗锐曾任职于世界银行集团国际金融公司(IFC)的能源和资源效率咨询业务，中欧和中美双边合作下的气候变化和碳市场能力建设项目，ICF咨询公司，香港思汇政策研究所，以及碳交易和项目开发公司。
罗锐曾有幸参加一项南极领导力项目，跟随探险家和环保领袖Robert Swan（罗伯特·斯旺）在2008年前往南极半岛，见证了气候变化对南极的生态影响。这次经历进一步激发了他投入到气候变化和清洁能源的事业中。
Prior to the CEM Secretariat, Rui worked across various organisations and programmes in clean energy, energy efficiency, climate policy and carbon markets. They included International Finance Corporation of the World Bank Group, EU-China and US-China bilateral cooperation programmes on climate change and emission trading capacity building, energy and climate consulting firm ICF International, a think tank based in Hong Kong, and a carbon trading firm.
Rui had the privilege of joining the Robert Swan International Antarctica Expedition in 2008, where he gained further inspiration for his work in clean energy, witnessing the impact of climate-change on polar glaciers.
